Reinforcement is possible with weapons out of Unlimited Blade Works, if they are projected. Tracing a weapon means you have that weapon in it's perfection, along with downloading the usage of the weapon and it's history. Reinforcement is pushing a base to it's utmost, meaning you're improving whatever you're reinforcing to perform to the maximum it can. Nasu likes to go against what he says a lot, which is why he added Overedge from the anime into the series. As we all know, however, the anime is subpar and Type-Moon's redeemed itself from bad anime through Carnival Phantasm and Fate/Zero.
